Deputy Minister of Industry and Trade Le Duong Quang said hisministry would recommend to the Ministry of Finance to considercutting the tax.
The government should set up an export duty regime that reduces orzeroes the tax when world prices are low or domestic demandplummets, he said.
On August 10, the finance ministry doubled the export tax on steelbillets to 20 percent to preempt their re-export for profit.
In Ho Chi Minh City, steel prices have fallen by VND2-2.5 millionper ton since the beginning of July to VND18.2-18.5 million.
The average price in the north, at VND17.5 million, is even lower.
The price drop has been caused by sluggish demand during theongoing rainy season and falling feedstock prices.
The price of billets imported from China has fallen by US$230-240per ton to $890-920 since the end of July.

Chinese billet price continues downtrend
It is reported that China's steel billet prices have show continuous decline amid the overall weakening steel market. Andprice for 20MnSi steel billet has witnessed an accumulative retreatof over CNY 200 per tonne in Tangshan.
Currently, price for 20MnSi goes at CNY 5,300 per tonne inTangshan, Liaoning, Handan, Shanghai, Jiangsu and Shandong and CNY5,200 per tonne in Shanxi; while price for Q235 common carbonbillet prevails at CNY 5,050 per tonne in Tangshan and Shanxi andCNY 5,200 per tonne in Shandong. Prices have seen an overalldecline of CNY 50 per tonne to CNY 100 per tonne compared with theprevious week.
The overall softening domestic steel market seems to be thefundamental reason for steel billet price decline. And end-usersare holding back from placing orders despite the weakening offerprices for down-stream finished products.

Baotou Steel net profit in H1 rises by 144% YoY
It is reported that Baotou Steel lately issued its H1 performancereport which showed that it produced 4.58 million tonnes of pigiron, 4.66 million tonnes of steel product and some 4.45 milliontonnes of steel billet in the period. It fulfilled sales revenue of CNY 19.56 billion a hike of 113.53% YoY of which, steel exportescalated by 36% to USD 385 million. Net profit rocketed up by143.58% to CNY 1.1 billion.
Its main business income leapt 115.69% from last year to CNY 19.76billion compared to the cost of CNY 17.15 billion or a rise of106.52%.
Since being overall listed this year, the steel mill remainedstably high output in its major products such as molten iron, steelbillet, HR/CR sheet, galvanized sheet, seamless tube, heavy rail,wire rod and bar products.

A Geraldine man died Sunday afternoon in an all-terrain vehiclewreck near Ider.
State troopers said Michael Combs, 32, was killed on County Road763 around noon. He was driving a Yahama three-wheeler. Trooperssaid there were no other vehicles involved.
The initial investigation is that the vehicle entered a curve andleft the roadway striking a tree, said trooper spokesperson MarthaEarnhardt. The wreck is under investigation by state troopers.
An unrelated fatal wreck happened early Saturday morning nearCrossville.
Troopers said Benjamin Riley Peppers, 19 of Boaz, was killed in thetwo-vehicle accident that happened at 12:55 at the intersection ofCounty Road 8 and Alabama Highway 227, about 5 miles south ofCrossville.
Peppers was a passenger in a 1996 Pontiac when it collided with a2004 Chevrolet pickup.
Information we received indicates he was trapped inside thevehicle, Earnhardt said. He was not wearing a seat belt.
The Pontiacs driver, Daniel Joseph Fazio, 18 of Crossville, washurt and taken to Huntsville Hospital. A hospital spokesperson saidMonday Daniel Fazio was in the neurological intensive care unitlisted in critical condition.
Adam Fazio, 20 of Crossville and the other passenger in thePontiac, was hurt and taken to Marshall Medical Center South inBoaz. His condition was not immediately known on Monday.
The pickups driver, Gary Burke, 60 of Crossville, was not injured.

(8/25/2008) By Robert Price - An increasing number of allterrainvehicles are showing up on city streets in Nebraska. With risinggas prices, at least 8 communities in the state have recentlyapproved laws allowing ATVs. But enforcing the law is anotherstory.
ATVs are also known as 4wheelers. Those who have them, love them.
"It is really nice. Sometimes I take my little boy with me so it isconvenient and it is fun for him too," said Brent Coffey.
"Even for older people, it is kind of a recreational thing to getout with the wind blowing through what is left of your hair," saidOrleans Village Chair Tom Tomas. "It augments our social life aswell as saving gas."
Last year the legislature passed a law allowing cities to legalizeATVs.
In February, the village of Orleans became one of the first to doso.
"Most of the people who were asking to have it adopted were olderpeople who wanted some way to get around town without having todrive a vehicle," said Tomas.
Ramona Coffey and her husband Brent are already using a 4wheelerto get to their farm.
"It works out really well for me, and it is nice to be legal to gothrough town," said Coffey.
However, there are conditions.
The ATV needs a safety flag. The speed limit is 25. You can onlyride in daylight. And you must have a driver's license or farmpermit.
Enforcement, however, can be tough.
"We do not have a contract with the sheriff," said Tomas.
"You see a few kids on the ATVs, but they did it anyway, just youngpeople coming up I guess," said Coffey.

Dylan Andrews had a "quiet wit," and, in that classroom more thanfour years ago, he was among the school's highest-performingstudents, said Morris.
Andrews, 22, of 390 S. Houston Pike, died Monday after thefour-wheeler he was driving crashed head-on into another ATV around6:30 p.m. Sunday.
Andrews graduated from Northeastern in 2004 and recently earned abachelor's degree in engineering from Ohio University, said DougCosner, family friend.
"He was a real brilliant kid," said Cosner.
The driver of the other four-wheeler, Aaron C. Amburgey, 21, of2190 Newlove Road, South Charleston, was not injured.
The two were riding the vehicles on a private property on the 8800block of Clifton Road when their vehicles collided in an overgrownfield, said Lt. Don Lucas, Clark County Sheriff's Office.
Andrews was a member of the National Honor Society and on the golfteam, said Morris, who was also Andrews' golf coach.
"He was our No. 1 golfer," said Morris. "He was very natural ineverything he did."
The young man Morris described as a "quiet leader," will be sadlymissed, said Northeastern Principal Mark Klopfenstein.

An all-terrain vehicle crash in Grant County Sunday left a3-year-old boy dead and his father with a broken leg.
Deputies said Bradley J. Bahl, 29, of Lancaster, was riding the ATV on his property Sunday morning with his son, Andrew M. Bahl.
The vehicle crashed about 11:30 a.m., rolling over and pinning theboy.
Andrew Bahl was transported to Grant Regional Hospital and thenflown by MedFlight to a Madison hospital, where he was pronounceddead.
Authorities said no charges are expected.

HOME CLEANUP AFTER THE STORM
Water must be removed as quickly as possible since it may containmaterial from overflowing sewage systems. If there has been abackflow of sewage into the house, the following measures should betaken to ensure proper clean-up:
Walls, hard-surfaced floors and many other household surfaces must be cleaned with soap and water and disinfected with a solution of 1cup of bleach to five gallons of water.
Thoroughly disinfect surfaces that come in contact with food andchildren's play areas.
Wash all linens and clothing in hot water or dry-clean.
Items that cannot be washed or dry-cleaned, such as mattresses andupholstered furniture, must be air dried in the sun and sprayedthoroughly with a disinfectant.
Steam-clean all carpeting
Fiberboard, fibrous insulation and disposable filters that havecontacted floodwater or sewage should be replaced in your heatingand air conditioning systems.
Wear waterproof boots and gloves during cleanup.
SANITATION AND HYGIENE
Wash your hands with soap and water after participating in cleanupactivities and after handling articles contaminated by floodwateror sewage.

Can new-look fountains beat the plastic bottle?
THEY were once the yuppy accessory of choice, but the days of theplastic water bottle may be numbered. If a national campaigninitiated by a group of Sydneysiders is a success, the humbledrinking fountain will take its place.
Fountains offering free filtered water have been installed alongManly beach as part of a bid by the local council to slash bottleuse and associated litter.
Next week, Manly Mayor Peter Macdonald and the head of the Bottled Water Alliance, Jon Dee, will send letters to councils aroundAustralia urging them to upgrade their own fountains.
As part of the pitch, filtered water company Culligan Australia— which provided free filters for the six Manly bubblers— will offer councils free filter equipment and half-pricereplacement filters into the future. Companies that providefiltered water in shopfronts or other public areas will also beoffered the deal, Culligan general manager Tim Gordon said.
The Bottled Water Alliance, which also includes Culligan, isexpecting a good response. Since reports on the new Manly bubblersappeared in Sydney earlier this month, Culligan has been approachedby another Sydney council, and two banks have expressed interest inoffering filtered water to customers.
Mr Dee has form — he was the head of Planet Ark when itspearheaded the campaign against plastic bags. He concedes waterfountains have an image problem — they often don't work or arethought to be germ-infested — but he says this is why theAlliance is urging councils to upgrade their fountains, even ifthey don't embrace filters.

Pierce currently has 782 points in the K & N Filters Rookie Of The Year points, which allows each competitor to drop their two worsefinishes of the season. ZachTaylor is currently in second with 768 points, just 14 pointsbehind Pierce. Area company wins $8M Navy contract
The U.S. Navy has awarded an $8.1 million contract extension to Pole Zero Corp.for satellite filters.
The Naval Air Warfare Center Aircraft Division, at St. Inigoes,Md., is exercising a contract option for high frequency satellitecommunications filters and interface adapters in support of theRemote Radio Secure Voice System Program. The award is amodification under previously awarded contract.
